Why is understanding school finance so hard? And, why can’t we improve educational outcomes simply by focusing on a teacher and the pupils within the fourwalls of a schoolroom? Why is it necessary to consider funding needs of other parts of the school? To answer those questions, it is helpful to begin by defining “the classroom.” The classroom is the learning environment that surrounds each child. To put it another way, the school district is the classroom, all the buildings, the playgrounds and playing fields. Each child learns essential lessons every day in that total school learning environment.
